Centre committed to North East development : Ghatowar

“Funds for road infrastructure in Arunachal sanctioned’

DOIMUKH, Nov 01: Union DoNER Minister Pawan Singh Ghatowar today said that the Congress-led UPA government at the Centre was well aware of the problems of the Northeastern states and fully committed to develop the region.

“The Centre has been giving special attention for the development of the region and DoNER ministry is a result of its commitment,” Ghatowar said here during a party rally organized to mark one-year completion of Nabam Tuki government and three years of local MLA, Parliamentary Secretary Planning Nabam Rebia.

Referring to the various central packages of the UPA government for Arunachal, Ghatowar informed that the ambitious Rs 24,000 crore developmental package announced for the state during 2008 by the Prime Minister was an example of special attachment of the Centre with the people of the state.

“The Centre has already sanctioned an amount of 6000 crore for the 1, 325 km long Trans Arunachal Highway (TAH) to provide inter-district connectivity in the state and works are going on in full swing,” he disclosed and added that once the project is completed, connectivity problem the people of the state face while moving through Assam would be solved permanently.

He said, the Centre has also sanctioned an amount 383 crore for constructing 223 kilometers of roads in border areas, while an amount of 3000 crore had been provided for double lanning of the existing road from Banderdewa to Hollongi across the state capital.

“My ministry is supporting the proposal of the state government for all-weather road in all untouched blocks and accordingly I have approached the concerned ministries for early sanction of fund,” he said.

Under PMGSY, he said, works on construction of roads in 298 habitations out of total 350 habitations in Arunachal Pradesh already started with special dispensation from the Centre in terms of population criteria.

Congratulating Chief Minister Nabam Tuki for successful completion of one year in office, Ghatowar lauded the party workers for their selfish and dedicated services for the cause of the party in the state.

He also assured to pursue the concerned ministry for fund sanction to construct the Doimukh-Hoj road, the lifeline for three districts of the state.

Tuki completes one year in office

The Congress in Arunachal Pradesh today celebrated successful completion of one year of the Nabam Tuki government in the state in a mega-rally organized by the Doimukh Block Congress Committee  at Doimukh.

Tuki was sworn in as the seventh chief minister of the state on November 1 last year after Jarbom Gamlin, who was the Chief Minister after the death of Dorjee Khandu in a tragic helicopter crash on April 30, 2011.

Addressing the party rally, Tuki acknowledged the support of his party workers and political colleagues for their unstinted support while discharging his duties.

“My commitment is to make Congress a strong party in the state and will carry forward the mission for a developed Arunachal,” Tuki emphatically said. He, however, admitted internal bickering among the party workers and maintained that he was trying his best to bind them together.

Highlighting various achievements of his one-year-old government, Tuki spelt out some of his priority areas and schemes proposed for the state.

“My government with a view to provide transparency in governance has mooted several new administrative reforms policies,” he disclosed and added that several new schemes have been approved by the cabinet to be implemented from the current fiscal.

Tuki said that his government had proposed to implement Chief Minister’s Universal Health Insurance scheme from this financial year for providing health insurance to poor people for critical illness. “An amount of three crore has been provided for the scheme,” he added.

The other new schemes for implementation include, chief minister’s agriculture mechanization programme for providing fifty per cent subsidy to poor and marginal farmers, CM skill development programme for unemployed youths, CM Livelihood Mission School, CM Prayatan Vikas Yojana, Disability Pension Scheme, students stipend etc.

Tuki also took a dig at the Opposition BJP, which had recently threw a slew of allegation on the ruling Congress Government. He said allegations have to be substantiated with proof.

“Going to the media to throw allegations blindfolded will serve no purpose. It would only backlash and put the party in poor light,” he said. The Chief Minister also expressed concern over the tussle over the Greenfield airport site. He called upon the people not to get misled by some people with vested interest.

Clarifying that his government has no role on the decision taken by the Center to shift the airport site from Banderdewa to Holongi, he said till the last moment he personally had never imagined Hollongi as an airport site.

“The inter-ministerial technical team after inspecting the sites had recommended Hollongi for the project on the reasons that Banderdewa was not feasible in terms of air-space, safety (it would have only one-way approach proving hurdles for big aircrafts to land and take off) and its costs of construction. If the experts in Ministry of Defence, Ministry of Civil Aviation and the Airport Authority of India decides to have the airport at Hollongi then who are we to oppose? Our aim is to have an airport wherever it may be,” he pointed.

Tuki in fact cautioned that the ‘tussle’ may end up in depriving the state capital of an airport after so many years.

Recently appointed Union Minister of State (MoS) for Minority Affairs Ninong Ering and DoNER Minister Paban Singh Ghatowar also spoke on the occasion besides Rajya Sabha MP and Pradesh Congress Committee President Mukut Mithi and Lok Sabha MP Takam Sanjoy.

The rally was also attended by Planning, Finance and PWD Minister Chowna Mein, host of Parliamentary Secretaries and MLAs and members of Congress frontal wings.

On the day, the Chief Minister inaugurated the Doimukh-Tigdo wire rope suspension bridge and laid the foundation stones of the Government College and a 50-bed Community Health Center at Doimukh.

Security forces conduct raids, recover 3 AK assault rifles

KHONSA, Nov 01: Security forces including the Tirap police, 36 Bn CRPF and 1st Bn Assam Rifles (AR)  personnel   conducted a raid in Chasa village where cadres of the NSCN (IM) and NSCN (K)  were involved in a factional clash on October 23 last and recovered an AK series assault rifle.

Tirap SP Vikramjit Singh informed in a press release that the NSCN cadres withdrew from the village and ‘fled away into the forest’ on seeing the security forces approaching the village.

Again on October 28, AR, CRPF and APP personnel conducted a joint operation in and around Borduria village and recovered an AK 56 rifle along with ammunition, the release said adding ‘the UGs of both the factions were taken unawares and started fleeing from the fringes of the village on seeing the security forces approach.’  The NSCN groups again engaged in cross-firing in the forest area between Borduria and Kaimai villages during night hours on Oct 28 and security forces which had been stationed in Borduria and Kaimai had launched an operation. This time too the insurgents fled from the area and left behind another AK 56 rifle and ammunition. Cases have been registered at Khonsa police station.

The SP claimed that for the first time the security forces have recovered three AK series assault rifles and over 100 live rounds of AK ammunition within a week time. “Generally the UGs do not leave behind any weapons which they guard more than their lives. This is an indication of the pro-activeness of the police and security forces deployed in the district,’ the SP  said.

The SP further informed that the security forces deployed in the district are spread over a vast area involving tough topography, dense forests and poor surface communication, which he said, causes delays in mobilizing the forces. Considering these facts more forces are in an advanced stage of being deployed in the district, he added.

CM calls for in-depth research, proper documentation of historical facts

DOIMUKH, Nov 01: Chief Minister Nabam Tuki today called on the historians and academicians to go for in-depth research from the ground level to the top and do the documentation. He said there should not be any scope for deviation from the basic facts that would remain for posterity in history books. Tuki was addressing the inaugural session of the three-day 33rd Annual Conference of the North East India History Association (NEIHA) this morning at Rajiv Gandhi University here at Rono Hills, Doimukh.

“In the past several historians have attempted to document the history of our tribes and the state. Unfortunately, few did so by not getting into the ground realities and documented on the basis of half-done researches. Nomenclatures like Abhors for the Adis, Dafla for the Nyishis and ‘other Naga tribes’ for tribes like Wanchos, Noctes, Tangsas, etc of Tirap and Changlang districts were coined and wrongly made part of the history,” he pointed.

Observing that the oral tradition and communication of folklores, folk traditions, ethnic herbal treatments and people’s culture and indigenous institutions are yet to be rightly documented, Tuki appealed historians, writers and intellectuals to work in this line. He also called for a soul searching deliberation and discussion during the conference to evolve a mechanism to ensure that the history and culture of the State should find a place in history books of schools, colleges and universities of the country.

“The paucity of written documents, lack of script among most of the tribes of the State, except for few and limited exploration and excavation are the major bottlenecks to understand the history and cultural transformation of the ancient and mediaeval periods of Arunachal Pradesh,” he said.

Calling for incorporating and imparting a peripheral regional history and culture into mainstream educational knowledge system, Tuki said it would allow students to appreciate and understand the diverse culture of the North East India in general and Arunachal Pradesh in particular.

“This would help in cementing and strengthening of the unity in diversity and ability to accept and tolerate multicultural and multiracial mosaic of India among the younger generation in the days to come.  I am confident, imparting & inculcating  such historical knowledge will ensure the success of India's democracy, the defense of its secular fabric, the removal of inequalities related to class, caste, gender, region, community, and the pursuit of sub-continental peaceful co-existence,” the Chief Minister added.

The inaugural session was also attended by Lok Sabha MP Takam Sanjoy, Vice Chancellor (Acting) Prof K C Kapoor and members of NEIHA.

US President Barack Obama and his family

Col Rimmo Karbak (retired)

Born in Honolulu in 1961, Barack (blessed)  Obama  (burning spear), the man, who defeated John McCain in 2008 and is likely to be re- elected a second term in November according to poll pundits, has come a long way. While the persona of the US President has been extensively covered by media, his immediate family members remains somewhat clouded. I have no know all pretention about his family whatsoever. The man who became the first black president has never really looked back since his days in Harvard University law school.

Let us hear from horse’s mouth (Dreams From My Father by Barack Obama first published in 1995 as his memoir) and confine to only his immediate family viz father, grandparents, mother(s), brothers and sisters and step-father.

The President’s father, Barack Hussein Obama was born to Hussein Onyango Obama at a place called Alego on the shore of world famous Victoria Lake in Kenya. Grandfather Onyango Obama  belonged to an Islamic tribe called Luo. Luos did not circumcise and was the second largest tribe in Kenya next only to Kikuyus. Elder Obama was probably a prominent farmer, elder of the tribe, a medicine man with healing powers. He was in his early days a cook to an Englishman and earned enough to buy lots of cattle used to pay for wives as dowry, a sign of prosperity then. Working for an Englishman also taught him to live in very hygienic condition that was then taunted as very strange by other tribesmen. Senior Barack on the other hand was a promising student and won a scholarship to study in Nairobi. In 1959 at age 23, on the eve of country’s Independence he was selected by Kenyan leaders and American Sponsors to attend a university in USA to master western technology and bring back to forge a new modern Africa. Thus, he had the honour of being the first African student to be admitted to Hawaii University where he distinguished himself and organised International Students’ Union of which he became its first president. Honest, very confident of himself, domineering and uncompromising, after three years he graduated in economics at the top of his class. It was in Hawaii that during a Russian language course he met 18 years white American girl, Stanley Ann his second wife who delivered the future American 44th President a year after marriage. First wife, Kezia mother of sons Roy, Abo, Bernard and daughter Auma remained in native land.

In 1963 senior Barack left Hawaii, wife and two years old son and went to Harvard University on a scholarship to study  Ph. D. Wife Ann declined to accompany despite persistent efforts by husband and divorced him. Why? Because the father in law, elder Obama refused to accept a foreign bahu which was reiterated via unending letters addressed to her father Stanley Dunham . At Harvard, Barack senior married third wife Ruth, another white American who went to live with him in Nairobi on completion of his studies in Harvard. Sons Mark and David were from  Ruth who divorced  him and remarried a Tanzanian when  the President’s father  went through a low phase and began to hit the bottles. Much later, 4th wife, a very young African girl delivered George the seventh son to senior Barack.

President  Obama’s mother remarried an Indonesian Muslim called Lolo who fell for her also in Hawaii. Later, mother and junior Obama went and lived with Lolo in Djakarta but not for long. Lolo’s financial condition left much to be desired which made him withdrawn and he remained incommunicado.  I did not come all the way to Indonesia to be a burden to him said an unassuming yet an extremely determined Ann and left Lolo. The President’s sister Maya was fathered by Lolo. While in Djakarta, young Obama went to a local school. At this point the mother who was teaching English in Djakarta International school used to wake up young Obama at 4 in the morning and teach him for three hours for five days a week. Are modern moms listening!! Mother died in her early forties. President Obama was extremely close to her mother about whom he writes, “ I know that she was the kindest, most generous spirit I have ever known and that what is best in me I owe to her “. As the mother and step father could not afford a better school, he was sent back to Hawaii under the loving care of grand parents. Due to untiring efforts  of grandparents, particularly grandmother Madelyn, Obama junior was admitted to famed Punahou Academy, a school founded by missionaries in 1841 in Hawaii about which a proud grandfather, a World War-11 veteran said , “this schooling heralded the start of something  grand”, a prophesy that came true when the grandson became the most powerful man on earth. Grandmother who rose to be the first woman Vice President of a local bank in Hawaii and the grandfather deserve to take the cake while the mother who was mercilessly teased for marrying a black man and who despite becoming a loner displayed an extraordinary determination to give her son the best certainly deserves to take the bakery. Of course wife Michelle must be somewhere in between while the President’s daughters Sasha and Malia can and must enjoy the fruit of being in White House.

Roads in Daporijo town need Govt attention

Dear Editor,

I would like to draw the attention of concern authority  of Upper Subansiri district towards the deteriorated condition of township roads.

The road condition of the Daporijo township is at its worst  which needs immediate attention of the concern authority including GREF. The  GREF road which passes through the very heart of Daporijo town  is the lifeline of the  people of the area. The  road is never renovated in true sense. If there is any maintenance work  then  it is only filling up of the potholes only to be washed away or deteriorated within the two-three days of  maintenance. Is it due to lack of  fund or deliberate negligence of the GREF?  Besides the township road, other roads within the township area are not in good condition. During the rainy season artificial lakes in front of entrance gate of DDSE, Daporijo, PHED enquiry office, at Tri-junction of the P & T colony and airport colony make the life of the pedestrians and vehicle owners miserable.

On the other hand, sometimes, the general public  damage the road by laying the pipelines without  the knowledge of the concern department which needs to be rectified.

It is my earnest request to the authority to  take up all necessary steps for proper maintenance of road and beautification of Daporijo township. I would also like to request the general public to introspect for better living.

Yours’

Albert Mra

P & T Colony, Daporijo

Malaria hits the world’s poor

Malaria kills over 1.2 million people every year worldwide, twice as many deaths as thought earlier, while deaths from the mosquito-borne disease in India could be more than 45 times higher than what is currently estimated, a study has claimed.

Researchers at the University of Washington's Institute of Health Metrics and Evaluation who collected data on malaria deaths from 1980 to 2010 found that 1.2 million people died of the disease in 2010 worldwide.

For India, the study has estimated 4,826 malaria deaths among children below five years and 42,145 deaths among those aged over five and older for the year 2010, accounting about 46,970 total deaths of people of all ages.

In Nepal, where malaria is endemic, the World Health Organization estimates that 20 million people are at risk of malaria.

Eleven health officials from Nepal travelled to Melbourne under an Australian Leadership Awards Fellowship with the ambition to eliminate malaria in their communities.

During the three-week Fellowship program held in September, the seven men and four women were given training in how to prepare a malaria management plan which could be implemented in their malaria prone districts in Nepal.

It is said that malaria is a major public health problem around the world and it hit the world’s poor the hardest.
